Manager HSE

Site Veghel is looking for a HSE Manager! We are looking for someone who can translate the Corporate/Business Group Strategy & Policies into a functional long term strategic plan for Site Veghel. Develop and execute action plans and set KPI’s and targets in order to meet the local ambition on Sustainability & SHE are the most important goals within this role. You'll be responsible for the governance of SHE and sustainability for site Veghel.

What we ask

  • Master degree in safety / environmental / technology / mechanical or industrial engineering or management;
  • Experience in domain of safety management / environmental management;
  • Affinity with SHE and Sustainability management in a continuous improvement context;
  • At least 10 years of relevant working experience;
  • Minimal 5 years of management experience to lead individuals and teams;
  • Systems knowledge (ISO45001 / ISO14000/ NTA 8620 / SMETA etc.);
  • Knowledge of legislation and regulation e.g. SEVOSO III Directive (BRZO), ARIE directives, ATEX directives, Wastewater and Emissions, Sustainability regulation etc.

Vacancy description

  • Member of Plant Management Team and co-responsible for full KPI program and performance of Site Veghel;
  • Lead development of strategic long term plan and tactical annual plan on Safety, Health, Environment and Sustainability for Site Veghel; 
  • Represent the SHE & Sustainability function in the PMT; challenge Plant Management Team and creates buy in for the strategy/action plans etc. from PMT;
  • Take the lead in advising Plant Management Team in setting direction, determining strategy and the optimization of Safety, Occupational Health, Environment and Sustainability;
  • Manages the SHE & Sustainability agenda on behalf of the Site Director;
  • Lead and drive continuous improvement of the SHE & Sustainability program with a medium and long-term vision focused on long-term results;
  • Set direction for leading and lagging KPI’s, deliver management reports and analyze trends and data on Safety, Occupational Health, Environment and Sustainability as input for management team meetings and/or plan development;
  • Manage, coach and develop the team of specialists in the SHE & Sustainability  Functions;
  • Fulfill Project Principal role for site overarching SHE related (CAPEX) projects;
  • Responsible and owner of complex Safety, Health and Environment related programs including creation, implementation and continuous improvement of topics such as ATEX, Machine Safety, Wastewater, Air Emissions and SEVESO III (BRZO);
  • Lead and continuously improve the site risk management system and risk reduction program with a long term focus;
  • Responsible for managing and ensuring Safety, Occupational Health, Environmental and Sustainability compliance; (legislation and regulation, internal/RFC standards, certification requirements, SEVESO III (BRZO) directives, ARIE directives, sustainability obligations);
  • Manage and continuously improve incident investigation and reporting in line with corporate standards. (E.g. CI RCA methodology, S011 Incident Reporting etc.);
  • Responsible for the implementation and continuously improving of Safety, Occupational Health, Environment and Sustainability management systems (NTA 8620, ISO45001, ISO14001, SMETA);
  • Responsible for managing external audits, visits and inspections from external stakeholders, certifying bodies and governmental authorities;
  • Responsible for managing and improving long-term relationships with governmental authorities and external stakeholders;
  • Responsible for crisis management and the emergency response organization including company fire brigade for entire site Veghel;
  • Maintain & build knowledge in the areas of Safety, Occupational Health, Environment and Sustainability;
  • Represent Site Veghel within FCI/Corporate RFC in relevant forums, build external network, define and contribute to the development of FCI/Corporate RFC policies, influence FCI/Corporate strategy and direction.

Site Veghel is part of Business Group Ingredients and employs 500 full time employees. In Veghel a range of Business to Business dairy based ingredients are produced that are sold and distributed by Ingredients Go To Market entities such as the Pharmaceutical, Infant Food and Sports Nutrition markets (Caseinates, Whey Protein Concentrates (WPC), Lactose and feed). The milk processing capacity in Veghel - which is resulting from several expansion projects - currently consists of approximately 30 million kilograms of milk per week and approximately the same amount of cheese whey.

Site Veghel is a large and complex site and is business critical for RFC because of the large milk and whey processing volume (>25% of the total company milk volume). The site consists of 2 large manufacturing plants and 1 utility plant. Site Veghel is a SEVESO III Directive (BRZO: besluit risico’s zware ongevallen) location and therefore under strict supervision of governmental authorities. There are prominent safety risks regarding transportation, chemicals, explosion risk, steam/pressure, heights that need to be managed Processes are technology intense and executed according to high working standards and continuously improved further. Many large investment projects are carried out on site with an average of ~60 M Euro annually also resulting in a daily high amount of contractors on site. Next to safety context the environmental permit situation is complex. The environmental boundaries and developments are very strict and a precondition for current operations en future growth. Site Veghel is a ‘needle mover’ from an environmental and sustainability perspective: high energy, water consumption and a complex waste water situation with a high potential to improve.
