Business Development Manager
The key priority for this role is to lead market development and business expansion in East Malaysia, in close collaboration with the State Governments. This includes establishing new distribution channels, identifying joint venture (JV) opportunities with local milk producers, and setting up localised operations to strengthen the company’s footprint. The role is expected to unlock strategic value through government-linked initiatives, state partnerships, and regional development plans.
Role will also be responsible for enabling growth through other Government Procurement and Strategic Partnerships with Non-Commercial Institutions Channel, targeting key entities such as government procurement tenders, NGOs, charitable foundations, educational and research institutions, and national and state-based foundations. This includes identifying new partnership opportunities, managing proposals and tenders, and crafting creative, tailored commercial solutions that align with the unique needs of these organisations.

(a) Education, qualification, and training
• Degree in Business Administration, Political Science, Public Policy, International Relations, Economics, or a related field.
(b) Experience and Professional Knowledge
• Minimum 5 years of working experience in business development, public affairs, corporate affairs, government relations, or institutional partnership roles.
• Familiar with government procurement processes, public policy frameworks, and regulatory environments in Malaysia.
• Strong stakeholder engagement skills, including the ability to build trusted relationships across public, private, and non-profit sectors.
• Experience in developing and managing tender proposals, grant applications, or institutional contracts is highly desirable.
• Proven track record in managing partnerships with government agencies, NGOs, foundations, or multilateral organizations or equivalent.
• Good knowledge/interest in politics and current affairs
• Able to work as part of a team, multi-task and good time management skills.
• Able to synthesize complex policy or institutional information into clear, actionable insights for internal decision-making.
• Good organizational skills with attention to detail
• Experience working in or with FMCG, healthcare, education, or development-focused sectors is a plus.
(c) Functional and Technical Skills
• Skilled in relationship management, with the ability to build trust and influence decision-makers across government and institutional sectors.
• Exceptional engagement skills all level of stakeholders, internal and external
• Excellent communication skills (verbal & written) in local language and English.
• Solid knowledge of government procurement processes, proposal writing, and tender management.
• Strong written and verbal communication skills in both Bahasa Malaysia and English; able to draft proposals, reports, and policy briefs effectively.
• Strong business development and negotiation skills, particularly in institutional and public-sector channels.
• Positive attitude, creative thinker, and outstanding attention to detail
• Proficient in project management, able to lead and coordinate cross-functional initiatives with clear deliverables and timelines.
• Resilient and able to work under pressure.
